Conclusions Implementing a digital strategy for enterprise development under a global crisis is primarily an organizational change problem: the enterprise must redesign governance, operating model, capability routines, and adoption infrastructure to execute at speed and under uncertainty. The reviewed literature provides strong building blocks—digital transformation as organizational change [1], multi-layered transformation framing [2], dynamic capability routines [3], IT operating model renewal [4], resilience-oriented strategic change [5], leadership-and-culture mechanisms [6], and human-centric resilience objectives [7]—but remains insufficiently integrated into a single, measurable execution architecture. The proposed Crisis-Ready Change-to-StrategyOps Architecture addresses this gap by specifying how readiness metrics, governance rewiring, IT operating-model renewal, and human-centric adoption mechanisms jointly operationalize digital strategy as a continuously managed system suitable for crisis environments.
