11 novelty lies in the explicit interface design between BCM standards and strategy governance: continuity governance is instrumented with measurable thresholds and digital evidence so that continuity decisions become timely and auditable; ICT readiness is elevated to a strategy constraint rather than an IT afterthought; and self- assessment becomes a driver of development choices by linking maturity to permissible levels of digital dependence and ecosystem complexity. Conclusions Business continuity strategies are becoming foundational for enterprise development under global crises because they preserve critical value creation, enable disciplined trade-offs, and support controlled transformation during turbulence. The literature provides strong building blocks: BCMS requirements and guidance, ICT readiness integration, governance extensions, empirical synthesis of BCM adoption, and crisis-specific lessons learned. However, a persistent research gap remains: continuity is still weakly integrated with digital operating models, cyber resilience, and fast strategy governance needed for adaptive growth. The proposed Continuity- as-StrategyOps concept addresses this gap by framing continuity as a closed-loop strategic capability linking objectives, digital readiness, scenarios, governance triggers, and learning positioning business continuity as an enabler of development rather than only a protective function.
