Global crises (pandemics, wars, cyberattacks, climate shocks) transform business continuity management (BCM) from a compliance function into a development capability that protects value creation and enables strategic renewal. This thesis conceptualizes the implementation of business continuity as a program of interrelated projects that operationalize resilience policy, embed ICT readiness, and institutionalize iterative learning through exercises and metrics. Based on a synthesis of international standards and recent research, a project-oriented model is proposed— ―Continuity ProjectOps‖—that integrates ISO-aligned lifecycle processes with digital observability, continuity-by-design principles, and governance mechanisms that reduce the gap between documented plans and real operational readiness.
