The article examines the role of the cyber police and the National Guard of Ukraine in the fight against information and psychological operations (IPSO) during the cyber war. Modern IPSOs are a high-tech element of hybrid aggression aimed at destabilizing national security through digital vulnerabilities. Methods of detecting botnets, neutralizing destructive content, and monitoring social networks using OSINT are described. The experience of Ukraine in the context of EU and NATO standards and legal frameworks, in particular the development strategy of the Ministry of Internal Affairs until 2027, is analyzed. They stress the need for a balance between cybersecurity and the protection of human rights. A strategy of "active protection" is proposed, which consists not only in responding to information attacks, but also in strengthening social stability. The use of artificial intelligence to analyze hybrid threats and strengthen cooperation with the EU is also recommended.
