The article reveals modern challenges, threats in wartime and the peculiarities of performing the functions of public finances. A comparative analysis of the formation and management of public finances, both in wartime and peacetime, is conducted. Changes in the strengthening of the centralization of budget expenditures in the general structure of the consolidated budget of Ukraine are analyzed. Sources of financing expenditures, servicing and repayment of the state debt, as well as the reorientation of budget policy priorities and the role of the state budget during the war are revealed. The theory and practice of economic science prove that the main purpose of public finances is that the state, represented by the government, implements national functions in various sectors and spheres of the country's socio-economic life. These functions include: protection of human rights and freedoms; provision of social and environmental guarantees; development of cultural and artistic, socio-economic, political life of the country; defense, state security, etc.
