The thesis examines the main approaches to developing cyber resilience strategies for state information systems. It defines the concept of cyber resilience, its difference from traditional cybersecurity, and the role of strategic measures in ensuring the continuity of state digital services. It analyzes current challenges, principles for developing cyber resilience strategies, and examples of practical solutions at the international and national levels. The results can be used to improve state policy in the field of cybersecurity.
