The paper examines modern methods for forming enterprise development strategies based on digital technologies under conditions of global crises, where uncertainty, discontinuities, and rapid shifts in stakeholder expectations make traditional ―plan–execute‖ models insufficient. The central argument is that strategy formation in crisis-prone contexts should be treated as a continuous, evidence-driven, and option-oriented process that integrates (i) dynamic capabilities for sensing, seizing, and reconfiguring, (ii) digital transformation governance across portfolios and operating models, and (iii) foresight mechanisms that translate external volatility into actionable strategic options. Building on recent systematic reviews in digital transformation and resilience research, the paper synthesizes a methodical approach to digital-strategy formation that combines scenario-linked strategic intent, staged investment logic (real-options reasoning), and data/AI-enabled feedback loops. The proposed contribution is a conceptual ―crisis-adaptive digital strategy loop‖ that operationalizes strategy formation as a sequence of repeatable cycles with measurable decision triggers, thereby strengthening enterprise resilience while preserving growth orientation.
