Introduction Global crises increasingly manifest as multi-dimensional shocks: supply discontinuities, demand volatility, regulatory turbulence, geopolitical fragmentation, and cyber incidents often occur simultaneously and propagate across ecosystems. In such environments, enterprise development depends on the ability to maintain critical functions, recover within acceptable timeframes, and reconfigure operations without losing strategic coherence. Consequently, business continuity strategies are evolving from compliance-driven plans into management systems that define priorities, decision rights, and recovery capabilities, while being tightly coupled with ICT resilience and operational governance. This shift implies that continuity cannot be treated as an isolated ―risk function‖; it must be embedded into strategic management as a measurable capability that enables development trajectories under uncertainty. Literature review In work [1], International Organization for Standardization specifies ISO 22301 as a requirements standard for a business continuity management system (BCMS), emphasizing structured preparation, response, and recovery from disruptions; the gap for enterprise development research is that compliance with BCMS requirements does not automatically explain how continuity capabilities translate into strategic growth choices, portfolio reallocations, and innovation under crisis constraints. In work [2], ISO 22313 provides guidance on applying ISO 22301 in practice and reinforces the ―management system‖ logic (policy, planning, support, operation, evaluation, improvement); however, the guidance remains largely generic with limited methodological detail on integrating continuity activities with digital performance telemetry, AI-enabled diagnostics, and fast governance cycles required in high-velocity crises.
