The paper examines strategies for ensuring business continuity as a prerequisite for enterprise development under global crises, when volatility, cascading disruptions, and cyber risks shorten decision windows and increase the cost of operational downtime. Business continuity is interpreted not only as an emergency response capability but as a strategic development mechanism that preserves value creation, protects market position, and enables controlled transformation during turbulence. The paper synthesizes international standards for business continuity management systems, recent evidence on BCM practices and adoption, continuity governance approaches, and crisis-driven lessons learned, and argues that the main challenge is not the absence of frameworks but the weak integration of continuity planning with digital operations, performance management, and strategic portfolio decisions. To address this gap, the paper proposes an operational concept Continuity- as-StrategyOps a closed-loop approach that links business impact analysis, resilience metrics, ICT readiness, scenario-based stress testing, and governance decision gates, enabling continuity capabilities to support not only survival but also adaptive growth and competitiveness in crisis-prone environments.
