13 In Ukraine, in 2021, the Concept for the Implementation of Building Information Modeling Technologies (BIM Technologies) was developed and approved [1]. The implementation of this concept should ensure the effective use of budget funds in the construction complex, increase the accessibility, transparency and openness of information about construction objects, as well as the investment attractiveness and competitiveness of the construction complex of Ukraine. For the public sector, BIM technologies allow saving and the most efficient use of budget funds, which leads to an increase in the number of constructed and reconstructed objects. Such technologies help minimize corruption risks. The public sector receives a tool for controlling public spending, and the public sector receives the opportunity to transparently conduct projects and increase the level of public trust [6]. Business interest in BIM technologies is due to the opportunity to improve the quality of design, minimize risks and costs during construction, which ultimately leads to an increase in the profitability of construction companies. BIM allows you to optimize operational activities by eliminating outdated processes that slow down work. For Ukraine, which is facing large-scale tasks of post-war reconstruction, the integration of BIM technologies with the IPD model can become an important tool for increasing the efficiency of investment resources, ensuring cost transparency, reducing corruption risks, and accelerating the implementation of complex infrastructure and housing projects [7]. Even in wartime, Ukraine is actively implementing digital technologies. In July 2020, the Unified State Electronic System in the Field of Construction (UEESSB) was created, which is actively working even under martial law. Since the beginning of its operation, more than 30 thousand professional users have been registered, the portal has been visited by about 2 million users [8]. This confirms Ukraine's readiness for the digital transformation of the construction complex and creates the prerequisites for the large-scale implementation of BIM technologies in combination with progressive contract models such as IPD.
