41 digital literacy programs. As a result, the digital economy became the driving force of the country's economy. According to the World Bank, the ICT sector in 2022 provided a turnover of about 2.6 billion USD and involved 45,000 specialists, with more than 3,000 companies [6, p. 120]. And the OECD 2024 report (WB/OECD) states that in 2022 Armenia's ICT accounted for 4.5% of GDP, which reflected the rapid growth of the technology sector in 2021-22, partly due to Russian IT refugees [7, p. 96]. In recent years, the growth of the sector is mainly due to the mass immigration of a large number of people, which sharply increased the demand for products in this sector, creating prerequisites for expansion.
