46 recent years, the decline has eased, but growth has not been recorded. This indicates that without minimal digital skills, this group has difficulty integrating into the labor market. Thus, we can say that the digitalization of the economy in Armenia has significantly changed the structure of employment by educational level: those with higher and vocational education benefit most from digitalization, while those with secondary and upper secondary education are partially reintegrated into new digital services. As for those with primary education, they continue to be excluded from the labor market due to the lack of digital skills. Figure 4.
