91 Abstract. The article addresses the problem of forming spiritual and practical competence of primary school students in the context of modern socio-cultural transformations and military challenges, which intensify the need for educating spiritually mature and morally responsible personalities. Special attention is paid to the role of the school leader as a subject of value-based leadership, a bearer of spiritual and moral guidelines, and an organizer of a holistic educational environment. It is substantiated that the effectiveness of forming spiritual and practical competence depends not only on educational content and pedagogical methods but also on managerial decisions, leadership style, and the value position of the school head. National and international scientific approaches to spiritual and moral education and educational leadership are analyzed. An authorial managerial and pedagogical model for forming spiritual and practical competence of primary school students is presented, including goal-oriented, content-related, and activity- based components. Pedagogical conditions for implementing the model and practical directions for its integration into primary education are outlined.
